No.

Obligations to a subsequent family may be used as a defense to a request to modify an order seeking an increase in the existing order but such obligations should not be considered a reason to decrease existing orders.
Essentially, the state is telling you not to have more children if you can't afford them without short-changing the existing children.

Does your first child need to eat less because you have another child?

However, a very wise person once said very simply:

"Don't breed what you can't feed".

Seems legit.
