I am in CA. I'd like to know if you can refuse service of a restraining order?]

Case being the person would not be able to leave where they live without getting within 50 yards of the other party's residence, and that would be violating the order?

You cannot refuse service but you can bring a motion to object and show why it would be unreasonable to have such an order. If the court finds that the danger to the applicant outweighs your convenience, start packing.
