kept my license, did not give me a ticket

I was driver in accident (Louisiana) Officer kept my DL, but never gave me a ticket. Accident report says failure to yield and "BAC test given, results pending". I am 20 years old. 2 weeks after accident, called local police dept (small municipality) to ask about my DL. Person said didn't know anything about it, officer who worked wreck was unavailable. It is now 3 months later, and still I have no DL and have heard nothing from police department. How long can they hold my DL without issuing me a citation?
