Niece needs to be legaly seperated from unfit mom!

My niece has been moved from state to state and school to school by her mother. She decides to just uproot her at anytime. Presently my niece and her mother are living with her Grandmother who is on a fixed income. The mother is not working. She verbally abuses the child . She recenty decided that she is going to uproot the child again and move to Miami. This mother also has 2 other children that live with her mother on that fixed income. My niece is begging to not have to move again. She is 16 years old now. My nieces' mother has no job and no house. What can be done?

Nothing.

This happens to Military children also. A child goes where their parent(s) go. Simple.
