I live in Ohio.
I was at a car convention in Virginia. We were at a park having a picnic. I borrowed, with permission, somebody else's car for a short test drive. He did not come with me.
I was sitting at a stoplight right outside the park. A cop pulled up behind me then pulled me over. The car had a license plate frame on the rear that partially covered the word PENNSYLVANIA (the owner lived in Pennsylvania and the car was registered there). The actual numbers and registration were fully visible.
I explained that it was not my car and the owner was less than 1 mile away. I was given a ticket anyway for OBSCURRED LICENSE PLATE.
How can I plead not guilty without going back to Virginia? I have heard of trial-by-mail in a business law class, but I don't know how to start that.
