Arrested twice?

my husband was arrested for theft. we bailed him out and 2 days later he went to speak to a detective that had called him into the police station. the detective said he wouldn't issue a warrant for his arrest since he came in voluntarily. about a week after that the police came and picked up my husband because he had a warrant. we bailed him out again and he spoke to the detective to ask what happened. the detective said his sargent had that issued but didn't know why. why would they have had him picked up again? we used 2 different bail bond companies and they are treating it like it is 2 seperate cases. is it considered 2 seperate cases? would he have to go to court 2 times? could the first bail bond company issue a warrant for him?
