rental car damage: can they get "administrative fee"???

I did some damage to a rental car, and they just sent me a bill for how much money they want. Aside from the repair bill, they are asking for $104 as an "administrative fee", as well as "loss of use" damages. I was wondering if they have any legal basis to ask for "administrative fees", which sounds like pure profit to the rental car company? If my insurance refuses to pay it, and I also refuse, could they reasonably get a judgement for the $104 if they chose to take me to court? Any help in htis matter would be appreciated. Thanks.
