A distributor offers dealership for chinese machinery new to the US. Requires advance payment in full and assesses 15% return charge if goods are not acceptable. We pay freight both ways. Also demands access to our banking records and other confidential data. We are concerned that the offer is too demanding and may put us in a bad position later. Is his offer legal? Should we say no?
