we have been raising our grand-daughter since she was a month old. She will soon be 3 years old. her parents more or less put her in our possession to raise. we have, several times, sent her to live with them and they would bring her back within a day or two. we recently moved here to Oregon from Tennessee. We, of course, brought our grand-daughter with us and with their blessing. two years ago, they gave us a signed and notarized paper,giving us guardianship of her. Now they want us to give them money to move out here on or they will come out here and get her. they never paid any attention to her before and now they are going to use her as a pawn so that they can move here to Oregon. what kind
of paper can I get so that can't disrupt this baby's life. she is happy and very well loved. she is very stable and doesn't need that type of pressure.

Once you have met residency requirement, file for custody. Make sure you have everything documented.
