Changing last name of minor kids

I have full custody of my two daughters 3 and 12 in Florida. They both carry their father’s last name. The old one her father lives overseas has kids with new wife and never contribute or even asked about her, the 3 her father disappeared when she was 6 months old. My question is (what is publication!). How should I file? Where?
