california I heard on a radio station that if you get a ticket running a red light/ the ones that flash the camera, that if you go before the judge and state under section 05413 and then state "i here by wave the ticket verified complaint", that you will get off. now what they said on the radio was that it puts you going to trial, but they always dismiss before it gets to that. What does that phrase mean?

Was that the same radio station that reported Britney Spears got killed in a crash?
