I live in California. What is required of a property owner to allow them to legally have a car towed.

For example, do they have to post a sign for people entering a particular part of a parking lot specifying that a certain group of people can park here?

If yes do they have to post also the remedies, like vehicle will be towed away at vehicle owners expense...

And is there a time limit that they are required to wait prior to towing?

Or is there another way for them to give notice without doing the above?

If it is for your street, then contact your city council and ask for a sign to be erected. Trust me == it will work.
