Salary reviews

Is there any recourse if an employer doesn't provide a "guaranteed" annual salary review? This is something promised in my offer letter, but has not been received as ov three months after my anniversary date. I've asked my manager about it, but she either blows off the question or makes a joke. Is there anything I can do?

I work in Virginia. Because of this and other issues with this employer (such as non-response to requests that I not work with certain other employees), I have resigned from this company.
