1998 CA law concerning beneficiaries of trust

In 1998, CA passed a law requiring a trustee to notify the beneficiaries when one trustee dies and part of the trust (the decedent's trust) becomes irrevocable. Would the law still apply for the beneficiaries of a trust that became irrevocable in 1995? Are we, as beneficiaries, entitled to the same rights to be notified?
