If there is a stipulation in the will that 2 siblings share all funds in accounts left at the time of death, but some of the accounts were set up as suvivorship with one sibling listed on the accounts prior to the writing of the will. Which rules out - the will, or the way the accounts were set up.

The way the accounts were set up takes precedence. The language of the will cannot override previous designations.
