Suspended license and judgement - legal hell...

I had my license suspended six yrs ago cause I hit this lady and I had no insurance, now her insurance company has a judgement against me. I want my license back, but the folks at DMV (Financial Responsibility) say I can't have it back till I pay off the judgement (can't) or file bankruptcy.
Should I really file bankruptcy and will it get rid of the judgement??
