College major preference denied

I am a sophomore at Penn State. I want to major in Finance but it is a controlled major, needing a 3.2 GPA, which I do not have. Is it fair for Penn State to deny me what I want to study because of my GPA?

Probably -- unless you're a special needs student, who needs accommodations that the school has failed to provide....
