Let's get real. An "arrest" is NOT a conviction. And a DUI is not a felony involving moral turpitude. And 20 years ago is not recent.

G. W. Bush had a DUI arrest and conviction and he can serve as President. Do you suggest in AL he could not serve as someone's executor?

If the person has had a clean record since, no court is likely to foreclose someone from serving as Executor, particularly if there was a close relationship with the deceased.
