I live in Ohio. I purchased a 1968 Harley Davidson Motorcycle in New York. I received a bill of sale and a transferrable registration. Ohio requires an inspection of the serial number before a title can be issued. Upon inspection, it was discovered that their were no VIN numbers on the bike. The frame was pre-1970 and they did not put a number on the frame. The motor has been changed to an after-market frame which also has not VIN numbers. The seller was not willing to do anything to make it right. I have been told by the Ohio State Highway Patrol that I need to go to court, have the court order the State Highway Patrol to do the inspection and issue a VIN number so that a rebuilt title - 2001 title - can be issued. I called the court house and they told me that it would cost $105 to file the petition but would not tell me how to go about doing it. I have already paid an attorney to basically tell me I got a raw deal. So, I am wondering how to go about with this filing. Help!
