You are not technically a felon until you are convicted of a felony (by a judge, jury or plea of guilty or nolo contendre). A felony is defined in most states' penal codes as a crime whose punishment can carry a year in prision, even if you get a lesser sentence. So to answer your question, they are pretty much the same.
