Criminal is Police Chief

How does one go about filing charges or getting an investigation started on Local City police Chief. Local and County are all corrupted. We have a witness but don't know how to legally get her statement without tipping off local law enforcement. No money to hire a PI and wouldn't know who to trust anyway.

Go to the local FBI office (located in the largest city near you) or the state Attorney General's office and file your complaint there.
