When someone is out on bail of 100k,
Can they be arrested and have another
bail of 150k on top of the origional
100k? Isn't that a violation of the 8th ammendment?
Has anyone ever heard of this happening?

Yes, it can happen, and does. And no, it does not violate the 8th amendment. I assume this is a new criminal charge and that raises the risk of flight or harm to others.
