can active duty military personnel bring a contract suit against the government or are they precluded from doing so as they are under tort law?

The UCMJ prevents an individual from suing the service that they are serving in but does not stop them from suing other government agencies. You also cannot sue anyone or anything over the current conflict in Afghanistan.
