I am the executor of my Mothers will and her estate includes paying a whopping $45 ground rent. The woman responsible for the ground rent is rude and harrasing me. Calling all hours of the day and evening and threatening me when the rent is only 25-30 days late. She has progressed now to calling my neighbors and tenants and bothering them. She even sent my tenant renting my Moms house the bill. What are my rights and how should I handle this harassment.

If the harassment is bad enough, you might be able to get a restrining order on her, but the simplest and cheapest way to handle the problem would be to pay the rent on time.
