Contracts/bill Am I responsable for a towing bill I did'nt order or sign for.

Coming from Tuscola IL. My truck was stolen from my back yard. The sheriff's department blew out my tires to stop the truck and catch the theif. They towed it to their shed for evidence and now want me to pay their tow bill. I don't understand why they claim I am liable for this bill when I am not the one who commissioned the towing company to get the truck. I was also not allowed to pick my own towing company, or given the choice of where I wanted it to be towed. What are my rights, and what constitutes a legally valid contract?
