I am currently attending school in North Dakota, but am a resident in Wisconsin, and my parents live in Wisconsin. I attend school and work in North Dakota. I recieve alumni Tuition because I am a dependent of a NDSU graduate. I would like to declare residency in North Dakota, (hunting/fishing licenses cheaper, insurance cheaper). If I declare residency in North Dakota can I still be on my parents insurance? I am 19
