My girlfriend and I own a house together in Michigan. Is it legal for us to have her claim property taxes for the house on Federal and for me to claim it on State?

No, it is not. The person who actually paid the tax is the one who is entitled to deduct it. If you each paid part of the tax, then you each can deduct the amount you each paid.
