i would just like to know what the school's responsibilities are when a student makes a claim that they have been sexually harassed by another student. the boy has been removed from public school in the past but returned this year. the complaint was made but nothing was done.

The problem here is that the student might have been punished, and for privacy reasons, the details of his punishment were not broadcast to the rest of the planet (i.e. you).

Therefore, you do not know for certain at this stage that "nothing" was done and are speculating, perhaps correctly or perhaps not, that that is the case.

However, you'll be interested to know this: If a school KNOWS about sexual harassment (either by a staffer or a fellow student) and does nothing about it, some civil liability for that can arise. There is a TON of caselaw on this issue.
