For the most part, yes. The only time when they are not public is when the issues are of an extreme private nature, that "but for" sealing the records, the lawsuit would not have been filed. Since everyone has the right of "redress" in our courts, the court would consider "sealing" a lawsuit upon a motion of a party, and make a decision based upon the circumstances and facts. Remember, lawsuits invariably cause embarrassment to the parties; however, the circumstances must be so agregeous and harmful either to the parties or to the public in general, that a court would consider "sealing" a lawsuit. Most times, such motions are denied.
