My accountant mailed my tax forms to the IRS, via regular mail, instead of doing it electronically. How can I verify that the IRS has received it? Since this is a refund and not a payment, I have no way of tracing it, other than his word. I am concerned that the IRS may not receive it and will attach a penalty charge.

You are correct: you have no way to trace it. You will find out for sure when you get your refund.

One word of advice: use an accountant you can trust.
