My son (14) was caught shoplifting,(some candy and a "lunchable" about $4.00). The store's security people called me, did not press charges, made me sign a release for my son, but said that I will receive a bill for a $250.00 fine plus the price of the items that have been restituted. Are they allowed to do that? Will I have to pay that?

I would not pay that fine. Ask the store where they came up with that amount. If your son did not leave the store and use the products (the store was able to get the stolen merchandise back in saleable shape) then I would'nt even pay for that stuff.
