What is the name of your state? Oregon

Is it wise to inform the other party by mail you are going to sue them if they don't pay back their debt? Or can this be considered a threat and can it be used against me?

Yes, you must let somebody know that he or she or they owe you money.

Then, if he or she or they do not pay you, then you tell he or she or they that you will sure he or she or they.

Then you sue.

Generally, there is a requirement that payment was requested by the creditor and the debtor refused to pay the debt (in any lawsuit).
