What is the name of your state (only U.S. law)? I'm located in Southern Nevada.

This gentleman was hired to restore an older car. He gave me a price, said price in full, and now almost 4 years later he is requesting more money. The car isn't finished. The interior nor painting are complete. He rebuilt the motor, that's it! Now he is threatening to a mechanics lean on the vehicle. While doing my own investigation, I found out he doesn't even have a business licence I his name. Can he do this? What is my best plan of action?

I'd love to hear more of the story. Does he have the car? Do you have a title? What was your expectation for the finished product and how much were you paying?
It's a mechanic lien by the way.
