What is the name of your state? VT

So heres another question, if a case goes to small claims court and say the claimant makes their case, THEN the judge realizes he knows the defendant and moves the court date to be with another judge, what are the obligations of the claimant to make the same case / same claims on the re-set court date?

Thanks!

If I understand your question, probably the same. The first judge isn't obliged to get the second judge up to date on the case.
