What is the name of your state (only U.S. law)? Arizona

If I co-signed for a friend to get a cell phone contract through a cell phone company and this individual never paid his bill and I had to pay the entire bill; can I sue for the money the individual owes for paying the bill?

Yes you can sue. The cause of action would be indemnification or simple subrogation of the original payment of the debt. Small claims should handle it. There are defenses the borrower could use. For example, if you received a benefit for the cosigning. Collecting may be much harder and might not make it worth the trouble.
