Collecting a debt

What is the name of your state (only U.S. law)?
PA

My brother had stolen from me. There should be a police report on record. He then fled to texas. Later he had then come back to PA and agreed to pay me that money back in what was then the current value of the items. The amount we agreed to was $645.00 .
After a while he has acquired the means to pay me. But now has no intention of paying me that money. Its no secret that he stole from me and he owes me. So what options do I have as far as this goes?

Sue him in small claims court.

would things really be that simple given the information in question? I just want to make sure there isn't something I would not have thought to cover.
