What is the name of your state? florida
how does one go about "seizing non-exempt" items. what items are considered "non-exempt" --a car for example. is this considered exempt or non-exempt. if non-exempt, what if the title is held in two people's names--can you still seize it?

Here is a list of what IS exempt:

http://www.thebankruptcysite.com/exemptions/florida.htm

Anything NOT on that list or above the allowed values is non-exempt and you can make a grab for it.

You'll have to file the proper papers with the court to start the process... you can't just show and and say 'I'm taking your stuff'.

If the car is titled as Xxxx AND Xxxxx, then you probably can't take it. If its titled as OR, then you might. If its financed and has less than $1000 in equity, you can't put a finger on it.
