What is the name of your state (only U.S. law)?

Minnesota

We had recently gone through arbitration with the seller of the house and the money that we had asked for was awarded to us. Since it was done through NCDS, we had to collect the money on our own. We contact the seller through email and he told us that he will pay us but no until he is done suing the contractor that had done the work. Do we have the right to collect the money or do we have to wait until his case is resolve with the contractor?
