What is the name of your state? Florida

Can the SSI check (only source of income) of a person be garnished if they owe money and the judgment in small claims court is against them?

If the person has other sources of income other than the SSI check, can that income be garnished to pay the money they owe?

If not, what options does a person have who has loaned money to a person on SSI in order to collect the money loaned?

You can-not in any way recover monies from SSI SSA .

If they have other assets such as a vehicle,etc. ( not their household items ) , can fallow the courts instructions for enforcing the Judgment.

The assets can be ceased and sold at auction to pay off the Judgment.

Judgments can be collected up to so many yrs,and possibly renewed.

If SSI is the only income w/ no other assets,you will have to try to keep track if they obtain any assets,or transfer(ed) any assets to avoid them from being ceased to satisfy the Judgment.The transfered assets can still be ceased.

Contact the Courts Clerk for your options on collecting the Judgment you were awarded.
