What is the name of your state? Arizona, mohave county. What should be done if neighbor complains about dogs barking when left unattened. Dogs bark when neighbor is out with their dog, and left unattend by dog owners. What legal rights does one have. Dogs do not bark regularly, only when something outside is happening. We live in a home owners association, and they state that the dog owners are in the right in this situation, are they correct, what legal rights do we have, and if neighbors can be charged with harassment?
