What is the name of your state (only U.S. law)?

I am living in PA, I made an offer for an contractor on basement window, I gave him $400 as deposit. On the written contract, it had the term that if I cancel the contract within 3 business days, I don't have to pay him anything.

On the 2nd day, I got a much btter deal, I called him and wrote him a mail to cancel the contract. He said fine and would mail me the deposit back.

A week later, I called him again and he told me he had mailed the check, which I did not get, another 10 days later (which I was sure 10 days was enough for a local mail to come), I called him, he just hung the phone and would not talk to me.

My question is how I can get the deposit back?
