What is the name of your state (only U.S. law)? Oklahoma

We hired a handyman via referral to do some repairs on our new house. Some of them were FHA required. The total ($2900) was paid from closing (we raised the price of the loan). He did the few required things, and I gave him a few hundred in cash before closing because he said he needed spending money in the meantime. He was to tear the bathroom walls out, fix any issues, then put in new walls. His quote included all materials and labor, and he said it would only take about a week.

He started on the first bathroom and had it all ripped out and repaired in a day, then did half of the drywall. He didn't show up again for days, and he wouldn't respond to calls, texts, or emails. Now it's been weeks, and the bathroom floor is gone (it's just joists and dirt). He didn't put the new gutters on, so rain goes into the basement and sends a bunch of bugs up through the floor. The basement also has mold because of flooding (due to the gutter issue), and we're worried that it's going to be coming up into the bathroom now.

He kept telling us that he'd be there the next day, but he wouldn't show, and now he flat out told us that he's not going to finish and will not refund any of our money. He pretty much laughed it off and said just try to sue him.

We're going to have to hire someone to not only complete the work, but to quickly fix the damage he left. He also left all the tear out that he'd promised to take, and the city gave us a violation for it being in the side yard.

Do we have a valid case to file in small claims? I have the two receipts/quotes for work he emailed us before he started.What is the name of your state (only U.S. law)?
