My neighbors shutter blew off and flew across my new truck which I only had for 12 hrs, scratching and gouging the hood. His homeowner's insurance won't cover it, due to wind, can I take this personal to small claims court and hold him personally responsible?What is the name of your state? I live in NY and do you think I might be able to win this case?

You can, but you'd lose.

It was an act of nature which is covered by comprehensive under your auto insurance policy.
