Won small claims court in Michigan but defendant moved to Illinois to live with sister (judgement was over a year ago now). He has since moved out on his own in the past 2-3 months and I can't find him. Any online search doesn't return anything. I have his SSN, last address, last employer, e-mail address, last known phone at his sisters.

Can I subpoena his family to provide information of his residence?
How can I find out where he is working without spending my life savings?
Can I file for garnishment on his Illinois State income tax refund from Michigan?
Can I file for garnishment on federal income tax refund?
Any method of looking for him that I have not though of?
