What is the name of your state? Colorado

In January 2005, someone crashed through my fence. The police gave him a ticket for unsafe speed. I fixed the fence myself.

I sent him a bill for damages via certified mail - he never responded. I am now preparing the paperwork for small claims court.

Materials for the repair cost $240. Can I also sue for the value of the time it took me to do the work? If so, should I charge the hourly rate that my job pays me or what a fencing company would charge?
