He ruined my car! how do i get him to pay?

(I live in PA) my friend was installing a stereo into my car and totally burnt out all of the wires in my dashboard, making it unsafe to drive. So now, I have no car, and the repair cost is well over 400 dollars.. He refuses to pay. Is he responsible for the repair costs?
