Is it legal to file in small claims court (WA state) against an internet cable company (eg Comcast) for poor service... eg if do not pay part of bill because of lack of service and then file a claim for that amount plus expenses ?

More for the principle than the money.

How else to get large corporate bureaucracies (oligopolies) to respond to customers ?
