Why do you think the bill of sale should be notorized? All a notory stamp proves is the person that signed the item was that person, it does not make it any more legal or make it valid. If written correctly, the bill of sale is a legally binding contract, tell the guy you have a valid contract and if he does not honor it you will see him in court.
