What is the name of your state?California
Can a resident of North Carolina file a small claims action against a Florida Corporation that is operated from California? No business was conducted within the state of North Carolina.
It was an internet based short term vacation home rental.
Please advise options

You can file your lawsuit anywhere you want. Of course, it would then be subject to challenge of venue by the defendant and/or the court.
