Lost Security Deposit

This may sound strange, but here goes. I visited an apartment. I gave the security deposit to the landlord. He only gave me my signed signature of the Noise Ordinance, NO LEASE AGREEMENT which I signed. I had trouble coming up with the rent, so I requested that my $450 be returned to me. The landlord agreed to fix the apartment which was filthy, and I had trouble turning on the gas because their were 4 meters only 2 which worked, but there were pipes that were not tied into other pipes. The gas company said they WOULD NOT turn on the gas twice and I lost out on the money and the gas being turned on. This all happened in Feb-Mar.

Do I have a chance to sue this guy before it is too late?
P.S. Oh, this guy said he would not give me my $450 because he took it off the market assuming that I was going to rent it.
